These pay scales agreed by the NEU and other unions include the Government s 2.75 increase for 2019-20. Teacher Leadership Programs Teacher Leadership Supply To implement a TL program it is critical to have a sufficient pool of qualified teachers to fill the leadership roles. The NEU s view is that pay progression for leadership teachers should therefore be agreed where teachers have met or made significant progress towards meeting their objectives - it is not necessary for all performance targets to be met in full. The School Teachers Review Body STRB recommended that no pay uplift be applied to the maximum values on the Leadership Group Pay Range LGPR or to maximum values on any of the eight head teacher group pay ranges in 2015. Placing unqualified teachers in leadership roles can make teacher leaders less credible and can undermine the teacher leader program.
